What kind of latch is this? Draw, compression, etc? (see photo)?

I want to latch a piece of acrylic to fiberglass and have it &#8220;drawn in&#8221; to make a suction seal flat. I need very small latches in diameter and the ability to hand-tighten. Thank you.
